You have the accessibility VoiceOver feature turned on.
Triple click the home button and try going to Settings>General>Accessibility and turn VoiceOver off. You may have to use three fingers to scroll the screen to get there. If problems see the following for how to turn off via iTunes:

How can I use the voice control on my iPod Touch 5G as I did on my iPod Touch 3G ? Because Siri doesn't work without internet !
If they were taken by the iPod's Voce Memos app the in iTunes right click on them and select Get Info. Go to the Options tab anbd change the media kind to something that will sync to the iPod like music or audio book. Then movethem to that part of the your iTunes library if they do not move themselves. Then sync.
If not initiall made with that app I need more information.

When I installed the new operating system all my memos voice dissappeared and I dont have them at the itunes library.

My son has turned on Voice Over on his iPod Touch and now I am unable to turn it off. Apparently you cannot scroll when you are in this feature? I have tried the triple-click but it just makes his screensaver picture negative. I have gone into Settings, then General but again I am not able to scroll down to Accessibility. I have looked and searched and tried everything I can think of. Please help!
when syncing my iPod Touch 5g to itunes it repeatedly informes me that I have new voice memos, and asks if I want to import them, even though they have already been synced previously, and are already in the iTunes library-voice memos.
How to make it stop asking me to import, after it has already done it once?
