is there a way to repair my ipod touch from water damage

So uh... iPod touch 5 water damage problem...

     So like an idiot, I went ahead and got my iTouch water damaged. Anyway, it turns on and stuff. It can be charged and it can make sound. However, the problem is..... the screen. Actually, the screen lights up, but it only lights up blue. You can't see or touch anything.... but other than that, its ok. What I was wondering was, is this still a "water damaged" problem? And if so, will the repair cost $129 exactly? Some people say its $129 or $299 and I don't know who to believe.
