ipod keeps telling me it needs payment information when trying to buy app

5:22 PM information, keeps, needs, payment, telling, Trying No comments

ipod touch keeps tell me it needs payment information and when I sign in and submit payment in formation it keeps asking for me to sign in and then payment in formation again . over and over and suggestions?
