I recently got my iPod stolen at school.. Would I be able to use the serial number to locate it even though the iPod has a different IOS than my phone?

I recently updated itunes to version 11.1.3.8. Now itunes does not recognize my ipod touch, my laptop does though. What do i do?
Is there a way that i can downgrade itunes to a version lower than 11.1.3.8 because it was working perfectly fine back then. Now i can't download any music.

I have one song that will not appear on the iPod even though in iTunes it shows up under "On This iPod." I sync with a PC.
